THE AIMS AND OBJECTIVE OF CONSUMER SERVICE MANUAL
Following are the main aims and objective of the consumer service manual. To make sure that a consumer which is going to avail the electricity facility must be aware of the duties and liabilities imposed on him on the behalf of company and toward the company. The Consumer Service Manual lays down the instructions in pursuance of Section 21 (d) of the Regulation of Generation, Transmission and Distribution of Electric Power Act, 1997
read with Rule 9 of the NEPRA Licensing (Distribution) Rules, 1999 which shall be administered by a distribution licensee, O&M Operator, Electric Power Supplier, Authorized Agent, as the case may be, to ensure safe, effective and reliable supply of electric power to consumers. Pursuant to sub rule 6 of the ibid rule the Authority may from time to time direct the licensee to revise the Consumer Service Manual in such manner and with
respect to such details as the Authority may direct, provided that the licensee shall not be required to revise Consumer Service Manual in a manner which may cause the licensee to be in breach of Laws or the applicable documents.
NECESSITY OF CONSUMER SERVICE MANUAL.
The Consumer Service Manual is applicable to all consumers served by the distribution licensee (DISCO to insert its name), O&M Operator, Electric Power Supplier, Authorized Agent, as the case may be, including the Bulk Power Consumers and includes, without limitation to the following matters, namely:
FORM AND HOW TO APPLY FOR CONNECTION.
Form and manner of application by the consumer for obtaining electric service connection, along with detail of documents to be submitted in support of the application.
FEE AND DN(DEMAND NOTICE) CHARGES.
Lees and charges for connection, installation of meters, other facilities for connection and reconnection.
METHOD TO INSTALL THE ELECTRICITY METER.
Procedure and manner for installation of meters and other facilities for connection.
TIME PERIOD FOR A CONNECTION.
Time frame for providing service connection to consumers. Procedure and manner for billing, time limit of payment of bills and procedure for
collection of bills. Procedure for issuing disconnection notice to consumer for non-payment of bills and the procedure thereof for disconnection of electric supply in case of non-payment) and reconnection after payment of outstanding dues.Collection of arrears upon or following reconnection.
Procedure for disconnection and the charges for illegal abstraction/theft of electric power or for use of electric power for purposes other than those specified in he application for connection and service.

2. REGISTERATION OF APPLICATIONS
a. Application can be down loaded from NEPRA’s website www.nepra.org.pk & QESCO’s website www.qesco.gov.pk
b. Eligible Distributed Generator can submit application for net metering in the concerned QESCO office.
c. CAPACITY OF DIESEL GENERATOR FILICITY

ABOVE 500 kW CHIEF ENGINEER (P&E)
- QESCO shall accord solar net metering approvals on a first come first served basis until the grid connected Solar PV installed capacity reaches 30% of the closest upstream Distribution Transformer rated capacity.
2. The priority for such applications shall be maintained for which a separate register shall be prepared for solar roof top applications.
4. REQUIRED DOCUMENTS
- Distributed Generation Interconnection Agreement (Schedule-I).
- Standard Distributed Generation Application Form (Schedule-II).
- Application for grant of License (Schedule-III).
- Application for Exemption from section 24 of the Act (Schedule-IV).
- Fee Schedule (Schedule-V).
- Affidavit on non-judicial paper (Schedule-VI).
- Generation License Template (Schedule-VII).
- Attested copy of CNIC.
- Copy of last paid electricity bill.
- Certificate from Electric Inspector, Govt. of Balochistan.
- Technical Data of components including solar modules, Invertors,etc.
- Schematic drawings, Single line diagram of the system.
- Site plan showing location of external disconnect switch.
5. APPLICATION PROCESING
- Within five (5) working days of receiving an application QESCO shall acknowledge its receipt and inform the applicant whether the application is complete in all respects
- In case of any missing information or documents, the applicant shall provide the same to the QESCO office within seven (7) working days of being informed.
- The transformer shall be loaded (including proposed Checks before issuing the technical feasibility report of proposed The QESCO office shall perform an initial review / technical feasibility to determine whether the applicant qualifies for interconnection facility, or may qualify subject to additional requirements provided that the initial review shall be completed within twenty (20) working days.: SRTPV system load) up to 80% of its capacity. - In case the initial review reveals that the proposed facility is not technically feasible, QESCO office shall return the application and communicate reason (s) to the applicant within three (3) working days after the completion of initial review / technical feasibility study.

- Within seven (7) working days, QESCO Office shall forward the application along with agreement and enclosures to NEPRA for issuance of generation license. Simultaneously, QESCO office shall issue the demand notice to the applicant for the proposed interconnection facility.
- The applicant shall make the payment of demand notice within twenty (20) days of its issuance.
- QESCO office shall install and commission the proposed interconnection facility within thirty (30) days of the payment of demand notice by the applicant.
- Net Metering arrangement / billing shall commence upon grant of license to the Distributed Generator by NEPRA.

Alert About Changes In Pesco Bill
All the consumer of PESCO and consumers of other companies are informs that GOVT of Pakistan has made new changes in the electricity bill.
The changes are following.
- NJ( Neelam Jehlam surcharge has exempted, so there is no more NJ surcharge in the Pesco electricity bill.
- The second change the GOVT has induced the INCOME TAX in the Pesco electricity bill on the domestic consumers. The criteria for the income tax on the consumer who consumes 1000 units per month and above.
So to avoid form income tax the consumers are advised to use less units.
Here is an example of income tax that has applied on Domestic consumer.

An electrical device charges the water tank with electrical ions, so if you want to step on that water, you’re sure to experience a severe electric shock! The rainy season also causes disruptions and damage to building wiring and even electrical receiving equipment. One little tip: disconnect all high voltage points in the building during thunderstorms and do not touch electrical contacts with bare hands during rain! Not only that, but there are many other things to do and do to cope with electricity during the rainy season, and this article will help you get to know all of them.
Rain and storm can pose a threat to electrical safety. Lightning and falling power lines and poles can cause injury or damage to life and property. PESCO advises its esteemed customers and the general public to always exercise caution to avoid electrical accidents during the rainy season by observing the following safety precautions:
Safety Tips During Rainy Season
- Avoid from fallen electricity poles and power lines or stayaway from anything in contact with these.
- Never lift up any low lying power lines.
- Don’t raise fallen or badly leaning electricity poles or support structures.
- Never jump over, go under, or touch broken or low hanging electricity power lines.
- Do not drive over fallen power lines.
- Stay inside a car if it is in contact with a fallen power line and tell others to stay away from the car.
- If the car has caught fire, jump out of the car without contact with the car or any other metal part of the car.
- Be careful not to touch water—or anything in contact with water—near where there is a downed power line.
- Prevent access to an area where there is a fallen electricity pole, or a broken or low hanging power line by putting warning signs to warn others of the immediate danger.
- Never touch or come close to vandalized electricity equipment.
- Report all vandalized PESSCO equipment to PESSCO faults center or to the nearest PESSCO Offices.
- Do not climb any tree that is touching or is near to power lines.
- Do try attempt to free somebody who is in contact with an electrical power line; but inform and alert the nearest PESSCO office, faults center and Police or Fire Brigade.
- Desist from doing any illegal electricity connections and extensions.
- Do not use electrical appliances that have been wet.
